Preheat the oven to 176 °C (348°F).
Mix the French Butter and sugar in a bowl. Also, clean the sides of the bowl with a spoon from time to time. When the ingredients are combined, add the vanilla and egg. Mix the whole ingredients.
Add the flour, salt, and baking powder to another bowl. You need to add only half of the ingredients to the mixer. Mix them, and then add the ESL Low-Fat Milk to the bowl. When all components are combined, add the remaining flour to the bowl.
To make the filling, combine flour, sugar, cinnamon, and softened butter in a small bowl. Pinch until soft crumbs form.
To make the topping, combine flour, butter, brown sugar, and cinnamon in a food processor. Create coarse crumbs by mixing them with the pulse method.
Grease a baking pan-sized 9×9. After that, pour in 1/2 of the cake batter and spread it on the whole surface. Then sprinkle the filling and, after that pour in the remaining batter. Spread it gently. Try to disturb the layer as little as you can. Using a spatula is a good option for this.
