On a board with a sharp knife, start by mincing the garlic cloves and shallots, set aside. Slice the leeks in half lengthwise and thinly slice from the flat end of them. Set aside.
Discard the stems from basil leaves, reserve 3 to four leaves for garnish, roll the rest together and slice quarter-inch slices across. Slices the fresh mozzarella cheese in half and set aside.
In a large pot, bring 8 cups of water to boil with one tablespoon of salt. Once boils, add the Fettuccine and cook it for 12 minutes or based on package instructions. While cooking, use a fork to separate the pieces and prevent them from sticking. Reserve ½ cup of pasta water, drain the cooked pasta and toss with a little olive oil.
Pat the shrimps with a paper towel and dry them. Heat a pan over a medium flame. Season both sides of shrimps with salt and ground black pepper thoroughly.
Add one tablespoon of olive oil into the pan, swirl to the bottom, and add the shrimps to the pan in a single layer. Cook each side for one minute, remove from the pan, and place them on a plate. Keep them warm.
Increase the heat to high, add one tablespoon of olive oil to the same pan, stir in the garlic, shallots, and leeks—season with salt, dried oregano, crushed red pepper flakes black pepper. Stir frequently and cook for almost 2 minutes—pour 2 tablespoons of water to give them a caramelized look.
Add in the crushed tomatoes, half of the dried tomatoes, and chopped basils. Give them a thorough mix. Stir in the whipping cream and reserved pasta water. Bring the mixture to boil and reduce the heat to medium-low. Let the sauce simmer—Cook for 5-7 minutes.
Add pasta, cooked shrimps, and fresh mozzarella balls to the sauces, and mix them. You want the cheese to be thoroughly heated and not melted. Turn off the heat, and serve on your plate.
For a fancy serving, place the pasta on the plate, put the shrimps around it. Pour the sauce over them. Sprinkle with dried tomatoes and fresh basil leaves. Enjoy!
